Paul argues: “USAID is a key component of the U.S. government’s regime change operations worldwide.” He criticizes the agency for spending billions of dollars annually to support NGOs abroad, which he describes as “shadow governments” that undermine elected regimes the U.S. seeks to overthrow.
Paul’s stance is a critique of what he perceives as USAID’s role in foreign policy, advocating for transparency and an end to what he sees as covert interventionism.
